Goofy signs

I was going down highway 98 today, east of Panama City today and I saw a warning sign on the side of the road. It said "Caution Low Flying Planes". WTF? Who the hell is that for? Am I suppose to duck or what? Are plane hitting cars a problem here? Seems to me that maybe the planes should fly a little higher.....
